First Instance Criminal Cases in Regional Courts in Germany

Elaborate caseload systems in modern judiciaries find their limits where substantial parts of the caseload consist of cases brought before the courts in small numbers but with a widely differing demand of judicial and non-judicial staff necessary to deal with them. They fall far below statistical relevance in numbers but create substantial impact in staff allocation. As research on resolved criminal cases in 16 German regional courts in the years 2009, 2011 and 2012 shows, for cases of this kind, retrospect analyses and, perhaps on their basis, educated estimates are necessary to reach the goal of even and reliable distribution of resources.
